1. The substrate should be sound,  dry, clean. and free from any dust, grease. Any  old wall coverings and any loose or flaking paint should be removed. 
2. Any signs of damp or mould should be rectified and cured at the source.
3. Flat the surface by abrading lightly with abrasive paper to create a key, use a scraper for any imperfections.  Fill holes and large cracks.
4. Apply a coat of primer in case of highly absorbent surfaces such as plastered walls
